The Flash pilot has added another character to the roster. According to Deadline, Patrick Sabongui (Godzilla, 300) will be joining the cast as Captain David Singh. In the comics, Singh protects and serves as a member of the Central City Police Department. More specifically, he's the director of the crime lab. The character was added to the DC Comics universe recently; his first comic book appearance was in 2010.

Though it's not yet clear if Sabongui's take on Singh will match the comics, it seems to be a reasonable assumption. We already know Barry Allen works for the police department from his appearance on Arrow. If the full series is picked up, Deadline also says it's a potentially recurring role. If Singh is Barry's boss, it's only natural he'd be around on an ongoing basis.
Speaking of Arrow, Sabongui has appeared on that superhero series twice in small roles. Since he played unnamed characters, it doesn't seem to be tied to The Flash unless he was undercover for some reason. It's unlikely, but possible.
Sabongui joins Grant Gustin as Barry Allen, Tom Cavanagh as Harrison Wells, Candice Patton as Iris West, and others in The Flash pilot directed by David Nutter.
